Beth Klingele SPECIAL BOARD MEETING NEWS: THE BOARD OF DIRECTORS VOTED THURSDAY TO KEEP THE COST OF THE MEALS THE SAME FOR MEMBERS, SENIOR MEMBERS AND PROSPECTIVE MEMBER GUESTS. THE 70 CENT PER MEAL INCREASE BY WEST COAST GATEWAY WILL BE PAID FROM THE ADMINISTRATIVE BUDGET UNTIL OCOTBER 1, 2003. AT THAT TIME THE MEMBERSHIP WILL VOTE ON AN INCREASE IN DUES. ALL GUESTS (OTHER THAN PROSPECTIVE MEMBERS) WILL PAY $9.50 FOR THE LUNCH MEAL. OTHER VENUES WILL BE INVESTIGATED FOR OUR LUNCH MEETING PRIOR TO OCTOBER. We welcomed many fine guests including an interclub from Ellensburg Noon Club: Charlotte Tullos, VP of Student Affairs at CWU who also spoke to us during part of the program, Bea Osborne, Dave Smith and Del Evans. Lynn Buchannon joined us as well as prospective member Penny Baker, guest of CHERI ERGESON, prospective member Jeanne Thompson, guest of BARBARA POOL, Margaret Badgley of the Yakima Higher Ed Center, guest of BARB GRECO, and Anne Hordan, guest of BETH KLINGELE.
It was nice to see RICH WOODRUFF again. Long time no see!
WENDY AGUILAR was our greeter. AUDREY RICE said a very nice invocation and DOUG COCHRAN fleeced us as sergeant by shaming those who have actually performed worse than him lately in their Kiwanis attendance and service hours. DOUG also shared his “WALL OF FAME’ and “WALL OF SHAME” which appears to be a score card of each of our Kiwanis performances. The WALL scores are kept in a strange, subjective and secretive manner. Some would say the accounting system is much like Yakima County finances.
STAN PRATT was awarded the LEGION OF HONOR pin. A distinctive honor for 35 years of service to Kiwanis. (BARB GRECO must have been just a baby when Stan joined the club, right VELMA?)

PROGRAM: CENTRAL WASHINGTON UNIVERSITY
Charlotte Tollus, VP of Student Affairs at CWU began the program by talking about what a great President Dr. Jerilyn McIntyre is. Charlotte came to Ellensburg via Mississippi and is a new Kiwanian member of the noon Ellensburg Club.
Dr. Jerilyn McIntyre, President of CWU, has two degrees from Stanford and got her Doctorate from UofW. Dr. McIntyre gave us many statistics about the finances and enrollment at CWU focusing on the declining state support for higher education and the increasing tuition costs. 10% of students at CWU are from Yakima County and YVCC provides more CWU transferees than any other community college. Dr. McIntyre said that “higher education is now a civil rights test of our community” as she spoke about the need for access to higher education for kids to be successful adults these days. More than ½ of the students at Central get some form of financial aid but 65% of that aid is in the form of student loans as apposed to scholarships and grants. The school has faced drastic cuts in state funding over the last few years. This year the school is facing a 7.9% cut in its budget and an additional 2.5% cut in non-instructional costs but has been authorized to raise tuition by 9%. Average cost of tuition, books and housing now averages $10,000 to $12,000 for students.
As for the Yakima higher ed center, there will be a survey coming out in the Yakima Herald soon on what citizens would like to see as far as curriculum. Currently the YVCC campus will offer degrees in law and justice, elementary education, business administration, accounting and various Masters programs for educators.
