PRESIDENT DOUG gave three compelling reasons that our speaker should become a member of our club.
1) With his singing voice he fits right in when we sing the National Anthem.
2) Likes playing poker, and there are many in the club (DAN FISHER) who like to donate to those playing poker.
3) Would have run himself to keep Doug from the presidency.
Program
RUTH REUKAUF introduced the program, Harold Delia, who is he superior and district court administrator.
Harold, who seriously questioned our judgement at having Doug as president, gave us his impressions of Yakima and the court system in our county. He stated that in his 28 years in government, he has rarely seen a group as committed to change as those with who he presently works. His present budget is 11% less than at his last place of employment, Kitsap County, for a system that processes about the same number of cases per year, 39,000. He attributes the effectiveness of the system to some innovative concepts. We are the only county in the state to have one administrator for both courts was one example. Another was the way the judges got together and made a pact to reduce the use of pro-tem judges. Another was allowing an automated system to take the place of a court reporter in a couple of courtrooms. All have helped save money and all have worked because the various departments sat down together and worked together to make system-wide adjustments instead of trying to make the cuts within each department independent of how others were affected. Harold said this will be even more important next year with a county budget shortfall of $4.2 million, of which law and justice is 78%.
